Looking for suggestions on tires for 18x9.5 +38 wheels. I tend to drive 18-20k miles a year and plan to take the car to the track 2-4 times a year. I also have a set of winter wheels/tires so I just need tires for the other seasons. Car is currently stock height, but I plan on lowering the car a bit (leaning towards the FL5 H&R Sport Springs atm.)

Would love suggestions on a tire that would be a good fit and would not cause any rubbing!

Lowered with 18x9.5 +38 and 265/35R18 V730 I don't think you will rub. I'm lowered on Öhlins (-2.3 front camber before I added ball joints, now at -3.1) and never had rubbing with 18x9.5+45 and I can visually see I have at least another 7mm of clearance to the fender. Rear shouldn't be an issue either.
