All I can say is that my ITS doesn't do this. When I lift off the throttle the revs immediately drop, as they should. If it behaved as you describe, I agree that it would be very annoying.
From your comments, it appears that the rev hang is part of the factory ecu tuning. If so, why does my car (and others) not have the same issue? Mine has absolutely none of it. Could it be something that was changed mid-generation? My build date is 10/24.

All my track experience in suspension tuning is in rear drive cars, so I can't speak from experience with this car. That said, I think @optronix's advice above is spot on. Best I recall, for the street I used around -2.0 front and -1.0 rear, but again, very different cars.
I used H&R sport springs and sway bars on a BMW M3 and was very pleased with them. If you use them, I believe you will be satisfied. The shorter springs will introduce a bit of negative camber, which the BMW needed anyway, but not enough to cause any wear issues for street use.
