For a few months now the steering feel seems off, the steering load is inconsistent like it fluctuates slightly from moment-to-moment, and doesn't inspire confidence at highway speeds. I thought maybe it was just the winter tires, but I've just put the PS4S back on and it still doesn't feel right to me.

FWIW I got the steering recall done a month ago. It did seem to fix a "sticking" sensation I had started to experience when adjusting the steering in the middle of steady curve like an on-ramp. However I couldn't say for sure if it had an impact on the steering feeling off more broadly.

Also noticed today that if I wiggle the steering wheel when stopped I hear a thunk sound, do other people hear this on their car?

Hmmm. Weird. Something might be off from the recall fix?

I noticed the same exact sound on my car a few weeks ago, after the steering recall was done. However, I can't say for sure if the sound was present before the recall.
I don't notice any change in steering feel like you mentioned, just that "thunk" sound when I wiggle the wheel back and forth.

Late update, I did eventually check with the dealership.

For the sound when wiggling the steering wheel, they compared it to another car on the lot that also had the recall done and they found that it made the same sound. On that basis they conclude that this is normal for a car that has had the recall done, although they had no explanation for where the sound might come from. They did check the joints involved in steering and didn't find any play.

In terms of steering feel, a tech took it out on a test drive and found that it was fine. They acknowledge that effort might be lower than before due to the added lubrication from the recall. I did explain that my complaint about steering feel is not about lower effort, but ultimately there is no way for me to clearly demonstrate or quantify the change in feel, and on their end they couldn't see any physical issue that requires fixing.

FWIW I also posted about this on the civic forum and a few people confirmed that they noticed the same sound post recall, although no mention of a change in steering feel.
