There will be a small amount of movement after shutting down, as the crank completes or reverses the stroke it was on. At that point, the mechanical slack is removed and, absent a strong force, the car should not move.
It's just a convenience that allows the car to remain stopped while you take your foot off the brake pedal. I think it encourages a bad habit. If you want the car stopped, I think you should be taking some affirmative action to do it.

If you remove the wheel and measure from outside edge to opposite center, I believe you will find that it is 4.5", or ll4.3 mm. I think that you are letting the lug nut influence your measure estimate. You have to work with the stud. If your car is an A Spec, it has 5x114.3 wheels.
I looked at your photo again, and the Subaru wheel is a 5X100 pattern. A 114.3 is 4.5", and 100 is a bit less than 4". Your measurement makes it pretty clear. Subaru uses both sizes on many different cars. A two year old WRX should have the 114.3 pattern, so it aopears that someone was mistaken...
